As we have clearly stated above, the term disgraceful crime has been categorized by special laws by being counted. For this reason, it is not possible to comment on whether any crime falls into the disgraceful crime class. According to the law to which you will be subjected, and in the event that some crimes have been considered with the concept of disgraceful in that law, it can be determined whether a crime is disgraceful or not.
The concept of disgraceful crime actually appears to us as a classification of crime. The concept of disgraceful crime was first introduced under Article 68 of the 1961 Constitution.it was included in the article and after that, this phrase began to be used in the 1982 Constitution and other laws. In general, in cases that are not counted or exemplified in the laws, it is left to the discretion of the relevant authorities whether the crime is disgraceful or not.
The Civil Servants Law No. 657 regulates the conditions required for entry into the civil service. These conditions are m.counted in 48. One of the conditions sought according to the relevant article;
“Even though the specified time has elapsed in Article 53 of the Turkish penal code; or for a period of one year or more imprisonment for a crime committed deliberately forgiveness even if it has been crimes against the security of the state, crimes against the constitutional order and the functioning of this order, embezzlement, extortion, bribery, theft, fraud, forgery, breach of trust, fraudulent bankruptcy, bid rigging, rigging to the performance of the obligation, the values of the assets from crime to be convicted of the crime of smuggling and laundering as” not settled.
Crimes that impede public service, which are also characterized as disgraceful crimes, are regulated in a limited number in Article 48/5 of the Civil Servants Law No. 657. The crimes counted are as follows;

Do Not Mix Mischief in the Performance of the Act
Laundering Asset Values Resulting from Crime
Smuggling Offences
Crime Of Theft
Crime of Fraud
The Crime of Abuse of Trust
Crime of Bribery
Irtikap Crime
Crime of Embezzlement
Fraudulent Bankruptcy
Crime of Forgery in a Private Document
Crime of Forgery of Official Documents
The Crime of Forgery in Money
Forgery on a Precious Stamp
Crime of Forgery in the Seal
If it is understood that the person committed the crimes listed above after being appointed to the civil service before the civil service or during the civil service of the person, 48. say that if he commits any of the crimes, his official service will be terminated. 48 of the Civil Servants Law No. 657 during the period of a person’s official service.it must meet the conditions set out in its article. 48. in case of committing any of the crimes listed in the article, the officer loses his qualifications and if the person is an officer, his official service is terminated and his dismissal is terminated.
