
Final decisions of the chambers of the Council of State and decisions of regional administrative courts on the following cases may be appealed to the Council of State within thirty days of notification of the decision, even if other laws provide otherwise:
Cancellation lawsuits filed against regulatory actions,
Full jurisdiction lawsuits and lawsuits filed regarding administrative actions exceeding 100,000 TL,
Cancellation lawsuits filed against actions resulting in removal from a specific profession, public office, or student status,
Cancellation lawsuits filed against actions that permanently or for thirty days or longer prevent the performance of a specific commercial activity,
Cancellation lawsuits filed regarding appointments, transfers, and dismissals made by joint decree, as well as the appointment, transfer, and dismissal of department heads and higher-level public officials,
Lawsuits arising from zoning plans and parceling procedures,
Decisions issued by the Nature Conservation Center Commission and the High Council for the Protection of Cultural Assets upon appeal, and lawsuits arising from the implementation of Law No. 2960 on the Bosphorus,
Lawsuits filed against procedures related to the implementation of legislation concerning mines, quarries, forests, geothermal resources, and natural mineral waters,
Lawsuits filed regarding nationwide examinations for the purpose of education, the practice of a profession or art, or entry into public service,
Lawsuits arising from the implementation of legislation on granting operating permits for coastal facilities such as ports, cruise ports, yacht ports, marinas, piers, docks, fuel and liquefied petroleum gas pipelines,
Lawsuits arising from the implementation of Law No. 3996 on the Implementation of Certain Investments and Services under the Build-Operate-Transfer Model and Law No. 4283 on the Establishment and Operation of Electricity Production Facilities and the Regulation of Energy Sales under the Build-Operate Model,
Lawsuits arising from the implementation of Law No. 3218 on Free Zones,
Lawsuits arising from the implementation of Law No. 5403 on Soil Protection and Land Use.
Lawsuits filed against decisions taken by regulatory and supervisory boards in relation to the market or sector for which they are responsible.
